Donnelson must have not studied the existing law before sponsored HB239. Beside the fact that the cards cannot be used as ID, the main reason for issuing the cards was to incentivize them to get insurance. As DesNews wrote "The cards were created in 2005, as a compromise that allowed undocumented drivers to get insurance without being able to hold a driver's license." They're here, but we won't get them to either leave OR become legal just by taking away a driving card. We'll make them more illegal and everyone less safe. Jeremy, you're right on on this one. Rep.
